COSI believes that the penetration of the new broadband communication technologies in the access network and the liberalisation of the so-called "last mile" offer tremendous opportunities for the development and introduction of innovative services targeting both businesses and the private sector; this is especially true for SME's that, so far, have been penalised by the high costs of ownership of ICT technologies in general.

Bandwidth in the access network is no longer the main hindrance, or cost factor, in the development of e-business applications which could enable companies to effectively interact with all of their business partners (suppliers, customers, employees). On the contrary, the real key to penetration and adoption of broadband communication services is the ability to develop and operate suitable on-line applications which could appeal to both the private and business sector.

Most telecom operators have well understood this phenomenon and are starting to complement their traditional offer of "classical" telecom services with a broad spectrum of applicative solutions.
